The diploma in "Design and management of high impact social projects" seeks to improve the basic skills of the technical and managerial staff of the Joint Institute of Social Assistance (IMAS) in the field of social projects, optimizing the initiatives that are carried out and trying to achieve the greatest possible impact on the social development of Costa Rica.

Its general objectives are:

  • Show a general perspective on the main social challenges in the international, regional and national scope, as well as on the initiatives that the key agents are developing to answer them.
  • Offer knowledge and tools necessary to prioritize strategic social investment needs and identify key agents and potential co-financiers with whom to collaborate in this task.
  • Provide resources to formulate innovative and scalable high impact projects and develop them following international standards and techniques of efficiency, effectiveness, transparency and quality.

Presentation

In the National Development Plan (PND), the intellectual and politician Alberto Cañas (2014-2018), who details the strategic priorities of the current Costa Rican administration, points to the reduction of inequalities as one of the three pillars that guide their actions, with a clear emphasis on reducing poverty in the country. Along the same lines, the United Nations has pronounced itself with the approval of the Sustainable Development Goals (SDG), which emphasizes the need for social policies to influence the fight against poverty and inequalities.

Framed in the PND, the "Strategy for the Attention of the Poverty and the Reduction of the Extreme Poverty: Bridge to the Development", the "National Strategy of Employment and Production" and the Program "Weaving Development" of the First Lady of the Republic , detail the strategic objectives and point out the importance of capacity building in the personnel managing the initiatives and the development of human capital, all in a model of sustainable development away from welfare conceptions.

The application of social policies requires trained personnel to detect priority and strategic areas of intervention, as well as to manage their application and evaluate their results. The multiplicity of initiatives and actors involved in the development of social projects (NGOs, public entities, community networks, social responsibility of private companies, etc.) and the various levels and intensities of interaction between them, as well as the need for the citizenry participates in the processes and their interdependence with other public policies,
they confer to these projects their particular nuance and make essential a specialized training of the personnel managing them.

Methodology

The common methodology that will be followed in the delivery of the modules responds to the following stages:

  • Theoretical deepening through the reading of a series of didactic units, fully updated and rigorous that are a support for the acquisition of theoretical knowledge.
  • Practical works in which the participants can apply the acquired theoretical knowledge and advance in the analysis of factual and current assumptions.
  • Accompaniment to the participant through a system of permanent and personalized tutoring to resolve any doubt.
  • Group discussion organized in the virtual campus and directed or supervised by a teacher in which they can apply the acquired learning and skills, while performing a "peer learning".
  • Evaluation exercises that allow them to check the retention of the acquired knowledge.
  • Final course project: project proposal.

For the development of the teaching-learning process, the method called "intra-entrepreneurship" will be applied.
It basically consists of learning by sharing experiences and sharing good practices in a collaborative environment in which the conditions will be generated to promote, on the one hand, the interaction and connectivity between agents and, on the other, the production of knowledge directed towards the establishment of good practices with a strong emphasis on achieving
institutional strengthening.

Each participant will have to identify a social problem in their work context of origin, with the aim of developing a project proposal in parallel to the development of the Diploma.

Titling

The participants who pass the course will receive the diploma certificate issued jointly by the Instituto Universitario de Investigación Ortega y Gasset (Madrid-Spain) and the OISS.
